National Council on Privatisation (NCP) and the Bureau of Public Enterprises (BPE), have invited expressions of interest from qualified technical advisers to provide transaction advisory services for concession of a 700 MW hydropower project. The bid submission deadline is March 31, 2021.
The eligible bidders should have at least ten years of experience on similar projects in developing countries within the past ten years. Expressions of Interest should be accompanied by a Bank Draft for the Naira equivalent of $2,000 payable to the BPE.
Selected consultant will be required to carry out a due diligence review of BPE and the activities necessary to prepare it for the subsequent concession transaction. It will also review all relevant laws, regulations, policies that could impact the successful concession of the enterprise and develop strategies that would attract interest from international investors. The consultant will be required to develop detailed concession plans for the company along the concession criteria determined by the NCP as well as conduct the marketing and bidding processes necessary for maximising private sector participation and develop post-concession exit strategy options for the enterprise.
The Zungeru power station is expected to produce about 2,630 GWh annually. The hydro project, which is 87 per cent complete, will operate with a roller-compacted concrete dam built on the Kaduna River, a tributary of the Niger River. The underground power plant behind the dam will be equipped with four turbines of 175 MW each. The Zungeru project is expected to be commissioned in 2021.
