The report “A flexible power system in Europe: Integrated vision for flexibility to enable the clean energy future” has been prepared by Eurelectric. The report showcases the steps to procure flexibility solutions via a market-based approach with concrete examples coming from different companies in Europe. In this respect, Eurelectric has identified a set of key principles that align with the current European regulatory framework and that should guide development of upcoming network codes.
On top of more specific recommendations, the report identifies six overarching principles:
- Transparency
- Data visibility
- Coordination
- Value stacking
- Incentives or adequate remuneration schemes
- A technology neutral approach
