Indian Public Sector Undertaking Bharat Heavy Electronics Limited (BHEL) has issued a request for proposals for an engineering, procurement, and construction (EPC) package to develop an 8 MW(AC) solar project at Henrietta (Phase-II), Tamarind Falls, Mauritius. The scope of work comprises design, manufacturing, packing, supply, transportation, storage, installation, and commissioning of the 8 MW of solar project with all AC and DC side activities of the solar project, except supply of solar photovoltaic (PV) modules.

As per the tender guidelines, to be eligible for the process, EPC or electrical balance of system suppliers and installation and commissioning (I&C) contractors must be established bidders. They must have installed and commissioned solar projects with a total capacity of at least 10 MWAC and individual capacity of 1 MWAC or higher in the previous five years, including electrical equipment packages, AC and DC balance of system, and associated civil works. One solar plant should have a minimum capacity of 5 MW. The winning bidder must provide operations and maintenance services until the project is taken over by Mauritius’ Central Electricity Board after reliability testing is completed.

Earlier this month, BHEL issued an expression of interest for the supply of monocrystalline solar photovoltaic (PV) modules under the domestic content requirement category for an 8 MW solar project in Ebene, Mauritius. In the 5 W range, the modules should have a power output of 360 W to 545 W. Modules must be made from 72 cells in a 12*6 configuration or 144-cell (half-cut) in a 24*6 configuration.

REGlobal’s Views: This is BHEL’s first oversees turnkey solar power project. The company has had a long presence in the African region and with the continent emerging as a major upcoming solar market, more such projects can be expected from BHEL in the near future.
