As part of its commitment to a sustainable future, Fiji recognises the urgent need to transition its energy sector from fossil fuels to renewable-based and innovative solutions. This recognition has been reflected in the setting of two national goals: 100% electricity production from renewable energy by 2036; and net-zero carbon emissions by 2050 across all sectors of the country’s economy. Regarding the energy sector specifically, the Fijian government is currently striving towards the achievement of a resilient, resource-efficient, cost-effective, accessible, reliable and environmentally sustainable energy sector for all Fijians.

The government is also looking to address energy security and resilience, energy access and equity, energy sustainability, energy efficiency and energy governance. The urgency of this ambition is also clear. Fiji is relying on a timely and inclusive energy transition supported by tailored capacity development and sustained investment in order to address existential climate and development challenges. 

This report “Fiji: Assessment of Legislative and Regulatory Frameworks for a Just and Inclusive Energy Transition” published by IRENA examines the legal and regulatory conditions shaping Fiji’s electricity sector and identifies gaps that are limiting the pace and scale of renewable energy deployment. It offers practical recommendations across short, medium, and long term aimed at strengthening the enabling environment, improving regulatory clarity, and creating conditions that attract greater private sector participation. Together, these measures are intended to help unlock investment, streamline approval processes, and support institutions and key stakeholders in delivering Fiji’s renewable energy and climate objectives.
