Numaligarh Refinery Limited (NRL), a public sector oil company in India, has floated a tender to construct a 10,000 MTPA green hydrogen generation unit and supply green hydrogen. This project is proposed to come up at Numaligarh in the north-eastern state of Assam. The final date to submit the bid is September 13, 2024.

The project will be set up on a build, own and operate basis, and NRL will select a company to develop and operate the project for meeting its own green hydrogen requirements. The tender encompasses design, detailed engineering, construction of all civil, structural, mechanical, electrical, and instrumentation facilities, testing, commissioning, operations and maintenance of the generation unit for 25 years, and supply of green hydrogen in its scope.

The winning bidder will have to ensure an independent supply of biomass, if applicable. Further, it is the operator’s responsibility to source renewable energy for generating green hydrogen through its own renewable power plants or from a third-party or through power exchanges. In addition, the operator is also responsible for procurement of land for its production site.
