The New York State Energy Research and Development Authority (NYSERDA) has announced the 2025 Land-Based Renewable Energy Standard request for proposals (RESRFP25-1) which seeks to procure large-scale wind, solar, and other renewable energy projects to boost deployment of clean energy across the state. The solicitation aims to advance large-scale renewable energy projects toward construction. It includes provisions on component cost indexing, labour provisions, stakeholder engagement requirements, commitments for disadvantaged communities, and agricultural land preservation. 

Additionally, the RESRFP25-1 seeks to get 5.6 million Tier 1 renewable energy certificates (RECs) from facilities with a clear path to entering commercial operations in the near future. The tender involves a two-step bid proposal. In the first step, the proposer must give evidence that the project is eligible for Tier 1 RECs, as well as other general information. In the second step, bids will be examined to determine if the bidding price is less than the benchmark levelised net REC cost and that the proposer meets the minimum threshold requirements. Proposers meeting the minimum requirements will undergo a competitive evaluation based on price and non-price factors. 

The deadline for eligible applications is October 21, 2025, and the same for final proposals is December 4, 2025. Initial awards are expected to be announced in February 2026. The initiative aims to address rising electricity demand, adapting to federal policy changes, and utilise expiring federal clean energy tax credits. The development of these projects is expected to drive over $5 billion in clean energy investments and create more than 2,500 jobs.
