India is giving a fresh impetus to floating solar with the launch of the Pradhan Mantri Surya Sarovar Yojana (PM-SSY). Approved by the Union Cabinet on July 31, 2026, the scheme seeks to address one of the growing constraints to large-scale solar development: the availability of suitable land. It envisages the development of 5,000 MW of floating solar photovoltaic (FSPV) capacity, with a total financial outlay of Rs 50.70 billion. The projects will be sanctioned during FY 2026-27 to FY 2030-31, with financial assistance continuing to be disbursed through FY 2032-33.
The policy push comes as India’s solar sector continues to expand at a rapid pace. Solar power capacity has risen from just 3 GW in 2014 to 162.15 GW as of June 2026. However, the rapid expansion of ground-mounted projects is increasingly bringing land availability and acquisition challenges to the fore.
Floating solar offers a viable alternative to this concern. By enabling reservoirs, lakes, industrial ponds and other suitable inland water bodies to be used for power generation, it reduces direct competition with land-based development.
The opportunity is substantial. An assessment by the National Institute of Solar Energy (NISE) has estimated India’s floating solar potential at around 102.18 GWp across reservoirs and other suitable inland water bodies.
Against this backdrop, the 5 GW target under the PM-SSY represents an initial step towards tapping a much larger resource base. The scheme could also help move floating solar beyond a niche segment by providing greater policy visibility, encouraging investments, and creating demand for the specialised technologies and systems required for FSPV projects.
Key provisions
A key feature of the scheme is the integration of floating solar projects with BESS, with a minimum storage duration of two hours. The scheme envisages at least 10,000 MWh of storage capacity, aimed at improving grid reliability, managing peak demand, and facilitating greater integration of variable renewable energy. Under the scheme, a central financial assistance of Rs 10 million per MW will be provided to eligible floating solar projects after successful commissioning.
In addition, up to Rs 5 million per project will be available for feasibility studies, covering activities such as bathymetry, hydrography, environmental assessments, and other preparatory work. The scheme will be implemented across all states and union territories and is expected to add 5 GW to India’s existing floating solar capacity of around 700 MW.
According to the government, this initiative could help avoid around 10 million tonnes of carbon emissions annually, generate approximately 16,000-17,000 full-time equivalent jobs, and support the domestic manufacturing ecosystem for flotation systems, solar PV cells and modules, and energy storage systems.
The way forward
While the policy provides a clear push for floating solar, the pace and quality of project execution will determine whether the sector can scale up as envisaged. FSPV projects require specialised engineering solutions, including durable floating platforms and corrosion-resistant materials capable of withstanding varying environmental conditions. Project planning, design, installation, and commissioning can consequently be more complex than conventional ground-mounted solar development, making technology selection and long-term project performance important considerations.
Project viability concerns will exist. Given the fact that floating solar projects are constructed at a premium cost of 20-30 per cent, the efficiency gains from the cooling effect will be key to making the projects bankable. Availability of transmission infrastructure is another critical consideration in this space. The FSPV projects built on hydropower projects will gain from existing transmission infrastructure, while those being built on remote reservoirs will have to face evacuation concerns and incur additional expenses.
Environmental considerations will also need to remain central to project development. Large-scale deployment on water bodies requires careful assessment and monitoring of aquatic ecosystems and water quality, along with appropriate project designs.
The PM-SSY marks an important shift in the policy approach towards floating solar. By combining FSPV deployment with energy storage, the scheme seeks to address two key challenges simultaneously: land constraints and the intermittency of solar power generation. If implementation challenges are managed effectively, the initiative could provide a foundation for scaling up the use of India’s large reservoir base for renewable energy while strengthening domestic manufacturing and employment. The immediate 5 GW target could, therefore, serve as a starting point for tapping the country’s estimated 102.18 GWp floating solar potential.
All in all, the new policy is timely and a step in the right direction. The incentives will definitely motivate the sector stakeholders to get their feet wet in the floating solar space.
