The ICCT’s market spotlight “Zero-Emission Bus and Truck Market in the United States (July-September 2025)” highlights:

-In the third quarter of 2025 (Q3 2025), 116,279 new medium- and heavy-duty vehicles (MHDVs), comprising trucks and buses, were registered in the United States, of which 594 (0.51%) were zero emission. As in the two previous quarters of 2025, the market shrank year-over-year, with 10.5% fewer total registrations compared with Q3 2024. Zero-emission MHDV registrations decreased by 3.6% year-over-year.

-California had the highest number of new zero-emission MHDV registrations (167) in Q3 2025, followed by Texas (53), Maryland (47), Virginia (42), and New Jersey (27). New Mexico had the highest share of zero-emission MHDV registrations (3.96%), although due to its small market size, this represents under 20 vehicles. California had the second highest share (3.50%), followed by Maryland (2.98%), Vermont (2.94%), and Virginia (2.24%). 

-The 11 states that have adopted California’s Advanced Clean Trucks (ACT) regulation registered 325 (55%) of the 594 zero-emission MHDVs registered nationwide in Q3 2025. In these states, 1.77% of MHDV registrations were zero emission, which was higher than the average in non-ACT states (0.28%) and across the country (0.51%).

-In Q3 2025, zero-emission vehicles accounted for 4.0% of all new bus registrations (a 74.7% increase from Q2 2025 and a 9.3% decrease from Q3 2024); 0.2% of medium-duty truck (MDT) registrations (up 27.3% from Q2 2025 and 8.3% from Q3 2024); and 0.3% of heavy duty truck (HDT) registrations (down 16.3% from Q2 2025 and 0.5% from Q3 2024). The share of buses among zero-emission MHDV registrations has steadily increased to 47.6% over successive quarters. Buses made up 47.6% (283) of new zero-emission MHDV registrations in Q3 2025, with trucks accounting for the remaining 52.4% (104 MDTs and 207 HDTs).
