Syrian Electricity Company (SEC), Syria’s state-owned electricity utility, has signed power purchase agreements (PPAs) with Saudi construction company Mohammed A. Al-Harfi, for the development of three solar power plants with a combined capacity of 760 MWp and battery energy storage system (BESS) totalling 1,077 MWh. The three solar parks will be constructed in the Wadiyan al-Rabi area in rural Damascus and will be connected to a 400 kV transmission line. 

Furthermore, the initiative, named Shams Al-Sham, forms part of the Syrian government’s strategy to increase the share of renewable energy in the national power mix and improve grid stability. The development follows the signing of a memorandum of understanding between Al-Harfi and Syria’s General Establishment for Electricity Transmission and Distribution (PE-TDE) for a 210 MW solar project, supported by a BESS with 827 MWh capacity. 

In October 2025, the PE-TDE of Syria signed a memorandum of understanding with the Saudi companies Al-Harfi and Sakalko to develop solar and wind projects. These projects will have a cumulative capacity of up to 500 MW. Additionally, the PE-TDE signed a PPA with the Syrian-Turkish company Syrian-Turkish Energy Company to procure 100 MW of solar power.
