The brief analyses the three dominant transition visions currently shaping global climate negotiations: phase out, phase down, and transition away from fossil fuels; and argues that these are not solely technical climate pathways but competing political and economic visions of the future energy system. While momentum to reduce fossil fuels is growing globally, the brief highlights that the transition debate remains deeply contested over issues of equity, development, energy security, finance, and industrial transformation.
