Thailand’s transport sector is undergoing a major transformation. Vehicle registrations have maintained a CAGR of 3.7% since 2008, led by passenger cars at 5.2%. As of November 2024, the vehicle stock reached 46.8 million, dominated by motorcycles (52.2%) and passenger cars (42.6%), reflecting the sector’s heavy reliance on road transport, which accounts for 80% of freight and passenger movements. By 2035, total registrations are projected to reach 68.2 million, with a motorization rate expected to reach 886 vehicles per 1,000 population by 2050. The EV market continues to expand rapidly but unevenly across segments.

California’s Advanced Clean Fleets Regulation

On April 28, 2023, the California Air Resources Board (CARB) adopted the Advanced Clean Fleets (ACF) regulation. The first of its kind globally, the ACF requires medium and heavy-duty vehicle (MHDV) fleets to reduce emissions through requirements to phase-in zero-emission vehicles (ZEVs), starting with model year (MY) 2024. It also sets an end date for combustion MHDV sales in California; these will not be allowed starting with MY 2036. The ACF rule is part of a comprehensive strategy to reduce heavy-duty transportation greenhouse gas (GHG) emissions and provide cleaner air, especially in the communities most heavily impacted by air pollution.

Zero-Emission Bus and Truck Market in US

Approximately 120,000 new heavy-duty vehicles (HDVs) were registered in the United States in the first half of 2024. Of these, 1,381 (0.56%) were zero-emission vehicles (ZEVs). There were more zero-emission HDV registrations in the first quarter of 2024 (800) than in the second quarter (581). Zero-emission vehicles accounted for 0.64% of total HDV registrations in Q1 and 0.48% of HDV registrations in Q2, increases of 113% and 60%, respectively, from the 0.30% share for all of 2023.

Roadmap for ZEV Transition in Canada

Light-duty vehicles (LDV), including passenger cars and light trucks, are the largest source of transport GHG emissions in Canada, accounting for close to half of total transport emissions. In December 2021, Environment and Climate Change Canada (ECCC) launched consultations on how it should achieve Canada’s targets of at least 50% zero-emission LDV sales by 2030 and 100% by 2035. In March 2022, it announced plans to develop a sales mandate to require at least 20% electric vehicle (EV) sales by 2026 and 60% by 2030.
