The Republic of Moldova has launched its first tender for the construction of onshore wind and solar power plants with a capacity of up to 105 MW and 60 MW respectively. The winning bidders will gain the status of large eligible producers making them eligible for guarantees for the purchase of power for 15 years. Interested investors must submit their bids by March 31, 2025, and the bids will be opened on April 1, 2025.

Prospective investors are required to submit a bid application, a technical bid, and a financial bid, along with a bank guarantee corresponding to the offered capacity. Bidders can submit multiple bids for different projects, with each project bid having an installed capacity exceeding 1 MW but less than 60 MW for solar plants and greater than 4 MW but below 105 MW for wind plants.

The guaranteed fixed price offered to selected bidders for power sale will be established during the tender process, and cannot surpass the ceiling price of 1.5 lei/kWh for wind energy and 1.67 lei/kWh for solar energy. The contract will be awarded to the bidder offering the lowest price below the ceiling price.

REGlobal’s Views: Moldova’s renewable energy share is quite low when compared to many other European nations. However, the country has been making efforts to improve this situation and attracting private companies through transparent and competitive mechanisms for project allocation. Once these tendered projects are online, the share of electricity from renewable sources is expected to rise from 10 per cent at the end of 2023 to 16.6 per cent.
